Gabon's Panda issues are part of a broader wave of Central African CFA-denomination coins produced for the collector market, most bearing no meaningful relationship to the issuing nation beyond its legal authority to contract with private minting operations. The actual striking was almost certainly handled by a European or Chinese contract mint — the Gabonese treasury neither designed nor distributed these pieces domestically.
