Benin's commemorative coinage of the late 1990s was largely produced through the Monnaie de Paris under arrangements common to many CFA franc zone states, which retained limited independent minting infrastructure. These Olympic issues were struck well ahead of the Sydney Games — a three-year lead time driven more by collector market timing than ceremony.
The CFA franc itself was devalued by 50% in January 1994, the first adjustment since 1948, which reshaped how francophone African nations budgeted commemorative programs through the remainder of the decade.
