The Territoire Français des Afars et des Issas was the transitional name for what is now Djibouti, used between 1967 and 1977 when France renamed the colony to placate competing Afar and Issa political factions without actually granting independence. Notes bearing this territorial name were therefore in circulation for roughly a decade before the Republic of Djibouti issued its own currency following the 1977 independence referendum.
Poughéon was a French academic painter and Prix de Rome laureate whose banknote design work for the Banque de France spanned decades. Marliat and Armanelli were among the most accomplished intaglio engravers of the postwar French school — the combination of all three on a single colonial issue is unusual for a territory of this size.
