The Banque des États de l'Afrique Centrale — the common central bank for the six CEMAC nations — issued this note across nearly a decade of significant regional turbulence, including the 1994 CFA franc devaluation that halved the currency's value against the French franc overnight. That devaluation, imposed by Paris rather than agreed by member states, drove immediate hoarding and cash shortages throughout Cameroon, Chad, Congo, Gabon, the CAR, and Equatorial Guinea.
Three signature combinations across the P#102C type reflect successive changes in BEAC directorship during those years. Mamalepot held the governorship throughout, while the second signatory rotated — an administrative detail that helps narrow individual printings within the series.
