The Banque des États de l'Afrique Centrale issued notes across six member states simultaneously, differentiating them by letter code — the Central African Republic's series carried the letter "C." This shared-plate arrangement meant Oberthur in Rennes was producing near-identical notes for multiple sovereign states at once, with national identity reduced to a single printed character.

The 1980–1984 window covers the brief period when the Central African Republic was reasserting republican governance after Bokassa's imperial interlude ended in 1979. The signature pairing of Oye Mba and Ntoutoume places this note within the Gabonese-dominated BEAC leadership structure of the period — neither signatory was Central African.
