Portugal held the rotating presidency of the Council of the European Union in the first half of 2000, and this proof issue was struck to mark that occasion. The presidency coincided with the Lisbon Strategy summit in March of that year, at which EU leaders set the ambitious — and ultimately unmet — goal of making Europe the world's most competitive knowledge-based economy by 2010.
