The Bank of Jamaica's highest-denomination note for most of its circulation life, the 1000-dollar issue was introduced in 2003 partly in response to chronic inflation that had eroded the practical utility of lower values — by that point, the Jamaican dollar had lost roughly 95% of its purchasing power against the US dollar since the 1970s float. Thomas De La Rue's production run stretched nearly two decades under the same basic security specification, which by the late 2010s looked increasingly dated against regional peers.
The watermark portrait security feature, while standard for De La Rue output of this period, was supplemented only by a windowed thread — a relatively modest package for the top denomination of any currency.
