The 1918 series $1,000 Federal Reserve Note was authorized under the Federal Reserve Act of 1913 and issued to facilitate large interbank settlements — these notes were almost never intended to pass through ordinary retail hands. The denomination circulated primarily between financial institutions and the Federal Reserve Banks themselves, which accounts for the relatively small number of surviving examples in any condition above heavily worn.
Six signature combinations are known across three issuing districts: New York (B), Atlanta (F), and San Francisco (L), paired with successive Treasury officials as administrations turned over. Burke served as Register under both Wilson Treasury Secretaries McAdoo and Glass, creating the overlapping pairings visible across this series. The White-Mellon combinations reflect the transition into the Harding administration in 1921.
Atlanta district examples are the scarcest by a considerable margin.
