Casino chips and dollar-denominated "fun money" issued by Las Vegas hotels in the early 1950s occupy a genuinely odd corner of scrip history. The Flamingo had been Bugsy Siegel's catastrophically over-budget project — he was dead by 1947, shot in Beverly Hills — and by 1954 the property was under the control of the Syndicate-linked ownership group that had inherited it. Whether this note circulated on the casino floor as a promotional novelty or functioned as a high-roller credit instrument is the real question, and the answer almost certainly varies by individual example.
Nevada gaming regulation in 1954 was still porous enough that hotel-issued scrip of this type existed in a legal grey zone.
