São Tomé e Príncipe issued a wave of commemorative silver in the late 1990s almost entirely for the collector export market — the islands' own monetary economy ran largely on the dobra's troubled exchange rate against the Portuguese escudo and, after 1999, the euro-pegged arrangement with Portugal. This piece was never intended to circulate. Hologram technology on collector coins peaked as a novelty in exactly this period, and numerous small island nations monetized that novelty aggressively through foreign licensing arrangements with European minting houses.
