São Tomé and Príncipe's late-1990s silver program was largely driven by the international collector market rather than domestic monetary need — the islands' actual circulating currency was by then pegged to the Portuguese escudo through a 1995 agreement that effectively outsourced monetary stability. These 1000 Dobras pieces were struck for export revenue, a common arrangement for small sovereign states with internationally recognized minting rights but negligible numismatic infrastructure of their own.
