São Tomé and Príncipe issued a flood of commemorative copper-nickel pieces in the early 1990s aimed squarely at the collector market — this tennis piece among them. The island nation had no meaningful connection to the Atlanta Games, and the three-year gap between striking and the event itself reflects the standard practice of small issuers licensing Olympic themes well in advance through coin marketing intermediaries. These pieces were never intended for domestic circulation.
