Kosovo's provisional government began issuing its own currency in 1999 immediately following the NATO intervention and the collapse of Yugoslav administrative control — this note was among the first instruments produced under that short-lived authority before the euro and Deutsche Mark took over as de facto legal tender. The "Banka Provizore" designation is not a formality; the bank itself was explicitly temporary, established with no expectation of permanence.

A watermark as the sole security feature reflects the constrained circumstances of the issue. The series was rapidly superseded, leaving relatively few examples in collector hands.
