This note was issued under the German-installed puppet administration following the April 1941 invasion and collapse of Yugoslavia. The Zavod za izradu novčanica — the Belgrade banknote printing works — continued operating under occupation, making this one of the few wartime issues printed domestically rather than abroad under émigré authority. Andrejević Kun's engraving work predates the occupation; the plates were already prepared, which allowed rapid issue under the new regime without commissioning fresh designs.
The watermark security was retained from prewar practice, though its practical deterrent value under occupation conditions was limited.
