The Vukovar Congress of 1920 was the founding congress of the Communist Party of Yugoslavia — held clandestinely in Vukovar while the party was still legal, just months before the government banned it outright under the Obznana decree of December that same year. This coin marks the sixtieth anniversary of that founding, issued in 1980, the year Tito died. The timing was almost certainly deliberate: a regime reinforcing its revolutionary legitimacy at the precise moment its founding figure disappeared.
