Yugoslavia's postwar monetary reform of April 1945 had already swept away the occupation-era currencies, but inflation and supply disruption meant high-denomination notes remained a practical necessity almost immediately. This 1946 issue was printed domestically at ZIN in Belgrade — a point worth noting given how many interwar Yugoslav notes had been farmed out to foreign printers. By this period ZIN had the capacity and political mandate to handle the work entirely in-house, and the choice reflected both nationalist priorities and the new government's desire for control over its own currency production.
Krnjajić on the obverse and Andrejević Kun on the reverse is an interesting pairing — Kun was a significant figure in Yugoslav applied arts, better known outside numismatics for his graphic and poster work.
