Vietnam's 1989 currency issues were produced under severe economic pressure — the đổi mới reforms had been launched in 1986, and the State Bank was simultaneously trying to suppress hyperinflation while transitioning away from the centrally planned pricing system that had made most paper denominations functionally worthless. The 1,000 đồng note, substantial in face value when first issued, was already being eroded by inflation rates that exceeded 300% annually in the late 1980s.
By 1990 the denomination had lost most of its purchasing power, limiting meaningful circulation to a narrow window.
