Walter Moreira Salles served as Finance Minister under Jânio Quadros, whose erratic seven-month presidency ended in August 1961 with a sudden resignation that threw Brazil into immediate constitutional crisis. The notes bearing his signature were already in circulation before the political ground shifted. Miguel Calmon's appearance on the later series reflects the ministerial reshuffling that followed under João Goulart — a presidency that would itself end in a 1964 military coup.
The 'Valor Legal' overprint distinguishes this from the earlier 'Estampa' issues and was applied as Brazil's chronic inflation began accelerating sharply into the early 1960s. ABNC printed the series in New York, a long-standing arrangement for Brazilian high-denomination paper.
