| Opis rubu | PROVINCIA DE SALTA - BONO CANCELACION DE DEUDA - LEYES 6228 - 6495 Articulo 1.- Autorizase al Poder Ejecutivo para disponer la emision de "Bonos de Cancelacion de Deudas" a favor de los acreedores del Estado Provincial. Dichos Bonos podran ser entregados, asimismo, a favor de los acreedores de entidades descentralizadas, entidades autarquicas, empresas y sociedades del Estado. Art. 2.- La emision de tales bonos sera de A 120.000.000.- (Ciento veinte millones de Australes), pudiendo ser recirculada y actualizada por el Poder Ejecutivo de acuerdo al indice de precios al consumidor de la Provincia, como maximo, debiendo efectuar la correspondiente comunicacion al Poder Legislativo para su control dentro de los 30 dias. Los bonos se emitiran al portador o a la orden del acreedor, a eleccion de este, tendran numeracion correlativa y caducaran el 31 de Octubre de 1991. Los bonos se emitiran con las denominaciones, formalidades y leyendas que disponga el Poder Ejecutivo. Seran entregados por la Tesoreria General de la Provincia o por las entidades descentralizadas, entidades autarquicas, empresas o sociedades del Estado, a los acreedores que asi lo soliciten. Art. 3.- Los bonos seran canjeados por su valor nominal en las condiciones, porcentajes y lugares que determine el Poder Ejecutivo, sin quebrantar el principio de igualdad entre los acreedores. Art. 4.- La administracion central, los municipios, las entidades descentralizadas, las entidades autarquicas y las sociedades o empresas del Estado, aceptaran en cancelacion total o parcial de sus creditos en dinero -sea cual fuere la causa de estos- los bonos creados por esta ley. El Poder Ejecutivo establecera las condiciones, modalidades y porcentajes de los pagos por entrega de bienes cuyos objetos sean los bonos previstos por esta ley. Art. 5.- De forma. Argentina's hyperinflationary spiral of 1989 — the same crisis that pushed annual inflation past 3,000% and forced Raúl Alfonsín to hand power to Menem five months early — drove several provinces to issue their own emergency quasi-currency. Salta's australes notes were essentially provincial bonds forced into circulation as wage and payment instruments when the federal government could no longer guarantee liquidity to the interior.
Casa de Moneda printed these under extraordinary pressure; the federal mint was simultaneously handling multiple provincial emergency issues that year. The watermark is the sole security feature — modest by any measure, but enough to deter crude counterfeiting in a province far from the capital.
