Rwanda has no pandas, no historical connection to China, and no numismatic tradition that would make this issue anything other than what it is: a bullion-adjacent novelty struck for the collector market under a licensing arrangement that became briefly fashionable among European mint contractors around 2013–2016. The Czech crystals are a selling point from the manufacturer, not the issuing bank.
