Rwanda's National Bank issued several large-format commemorative pieces in the late 2000s through European private mints — this "Leo" entry belongs to that output, almost certainly produced by B.H. Mayer's Kunstprägeanstalt in Munich, which held contracts for numerous African commemorative programs during this period. These coins were never intended for domestic circulation and were sold directly into the European collector market. Rwanda's name and nominal face value provided the legal issuing framework; the actual commercial operation was entirely external.
The gold-plating on .999 silver was a cost-reduction technique that allowed a visually striking large-diameter piece to retail at a fraction of solid gold pricing. Delamination at the plating interface is a known long-term concern on pieces of this type.
