正面描述 At center, the crowned White Eagle — the national coat of arms of Poland — displayed with wings spread and talons extended, rendered in high relief against a flat field. The date 1984 is divided to either side of the eagle's lower body, with the mint mark 'MW' below. The circular legend 'POLSKA RZECZPOSPOLITA LUDOWA' arcs around the upper periphery. Wincenty Witos led the Polish Peasant Party through the interwar period and served three separate terms as Prime Minister, but spent much of the late 1920s and 1930s in exile or under arrest after Piłsudski's 1926 coup. The decision to commemorate him on a 1984 issue — under a communist government that had historically marginalized agrarian political movements — reflects the regime's selective rehabilitation of pre-war figures deemed sufficiently nationalist and working-class in symbolism.

Witos died in 1945, just weeks after returning to a Poland already under Soviet-backed control.
