Obverse description Central field features the Polish People's Republic eagle — a stylised crowned eagle with wings displayed and head turned to the right — set within a broad decorative border composed of twelve heraldic shields representing historic Polish regions and cities. The circular legend POLSKA RZECZPOSPOLITA LUDOWA flanks the eagle, running along the inner edge of the shield border, with the date 1960 appearing at the base. The overall design reflects the Millennium of the Polish State commemorative programme. The composition is executed in high relief with a finely milled border.
