The November Uprising of 1830–31 forced the insurgent Polish government into a financial bind almost immediately. The Kasa Generalna had limited specie reserves, and this emission was one of several emergency paper issues pushed out to fund a military campaign that, by September 1831, had already failed — Russian forces retook Warsaw before many of these notes could complete even a first cycle of circulation.
Hilary Okrowski served as treasurer; Leon Dembowski, a jurist who had been active in the Sejm's legislative work during the insurrection, co-signed as a senior official of the treasury apparatus. The Drukarnia Banku Polskiego, Warsaw's own printing facility, produced the series under siege conditions — which goes some way toward explaining the relatively rudimentary security, a watermark being the sole anti-counterfeiting measure.
Survivors are rare. Most unspent notes were seized or destroyed after the Russian suppression of the uprising.
