The Bank of Pei Hai was one of the principal Communist financial institutions operating in the Shandong-Bohai border region during the civil war period. Established in 1938, it issued currency in direct competition with both Nationalist and Japanese-puppet money circulating in the same territories — a deliberate strategy to assert economic control ahead of military consolidation.

The 1946 issues reflect a moment when the bank was expanding its reach rapidly following Japan's surrender. Regional paper quality was inconsistent across print runs, and the S3611A series shows variation in ink density and registration that points to decentralized production under field conditions rather than a single controlled pressroom.
