The Bank of Inner Chiang — more precisely the Nenjiang Provincial Bank (嫩江省银行) — was a short-lived communist-administered institution operating in the volatile northeast during the immediate post-war scramble for Manchuria. The 1946 issues emerged in the narrow window between Japanese surrender and the full consolidation of CCP control, when local administrations across the northeast were printing emergency currency faster than any central authority could coordinate.
The "Q" suffix on the Pick reference denotes a questioned attribution — provenance of several Nenjiang issues remains disputed among specialists, with some examples suspected as later reproductions rather than genuine circulation notes.
