The Bank of Bai Hai (北海銀行) was the financial institution of the Shandong-Jiangsu-Liaoning Border Region government, operating under Communist Party control during the final years of the civil war against the Nationalists. Currency issued by the border region banks during this period circulated under conditions of active military conflict — notes passed through liberated zones where the Communists held administrative authority but where front lines shifted constantly.
After 1948, Bai Hai notes were absorbed into the new People's Bank of China system and withdrawn from circulation. Surviving examples tend to show heavy use.
