Shanghai Pudong Development Bank was founded in 1993 as one of the first joint-stock commercial banks permitted to operate in the Pudong New Area, itself a landmark experiment in state-directed market liberalization. The commemorative issue marks two decades of that institution's operation. These bank-anniversary gold issues from the People's Bank of China were produced in strictly controlled mintages and sold primarily through the issuing institution's own branch network, making secondary-market availability heavily dependent on whether original purchasers chose to liquidate.
