The Industrial and Commercial Bank of China was founded in January 1984 as part of the State Council's effort to separate commercial banking functions from the People's Bank of China, which had previously handled both central and retail banking simultaneously. ICBC absorbed the commercial lending portfolio almost overnight, making it from day one the largest bank in China by assets — a position it has never relinquished.
The 2004 commemorative series marking ICBC's twentieth anniversary was issued in tightly controlled quantities through the China Gold Coin Corporation.
