The China-ASEAN Expo has been held annually in Nanning, Guangxi since its inaugural edition in 2004, established under a framework agreement signed the previous year between China and the ten ASEAN member states. By the 2013 tenth anniversary, the fair had grown into one of the largest trade platforms in Southeast Asia, processing hundreds of billions in contracted investment. This commemorative issue was authorized specifically to mark that decade milestone — a now-familiar PBC pattern of issuing gold pieces tied to state-level diplomatic and economic anniversaries.
