China Minsheng Banking Corporation was founded in 1996 as the first privately-owned joint-stock commercial bank in the People's Republic — a deliberate experiment in separating a significant financial institution from direct state ownership. The 2006 commemorative marks its first decade of operation, issued at a moment when Chinese financial reform policy was still navigating the tension between market liberalization and party oversight.
