The Shensi-Kansu-Ninghsia Border Region was the Communist Party's administrative base centered on Yan'an during the Second Sino-Japanese War, and its bank issued currency as a direct act of economic warfare. The Nationalist government's blockade of the region, tightened severely after the New Fourth Army Incident of January 1941, cut off outside goods and forced the Border Region into near-total self-reliance. Currency issued from 1942 onward was part of that siege economy — printed locally under difficult conditions to fund military and civilian operations simultaneously.

Paper quality and printing consistency vary considerably across surviving examples of this series, a direct consequence of wartime production constraints rather than poor design intent.
