North Korea's hard currency commemorative program, active from the late 1980s onward, was never intended for domestic circulation — these pieces were struck exclusively for foreign exchange, sold through state-controlled outlets to collectors in Europe and Japan to generate convertible currency for the regime. The Pyongyang Mint produced numerous wildlife themes during this period specifically because they sold reliably in Western numismatic markets, an irony largely unremarked upon by buyers.
