Issued by Pyongyang to mark the 1997 handover of Hong Kong from British to Chinese administration, this piece is one of several North Korean commemorative gold coins from the mid-1990s targeting the international collector market rather than domestic circulation. Hard currency generation through numismatic exports was a deliberate state strategy during this period, with the Korean Central Bank authorizing series aimed squarely at foreign buyers with no practical connection to the commemorated events.

The "99 Years" framing references the 1898 Convention for the Extension of Hong Kong, under which Britain leased the New Territories for exactly that term.
