Issued to mark the tenth anniversary of the Banka Slovenije, established in June 1991 as Slovenia moved toward independence from Yugoslavia. The tolar itself had replaced the Yugoslav dinar in October 1991, making it one of the first post-socialist successor currencies to achieve stability — by 2001 the bank had genuine reason to commemorate a decade of functioning monetary policy.
The engravers — Licul, Kosovelj, and Španzel — were Slovenian, which was a deliberate point of national pride for a country that had only recently built its own institutional printing infrastructure. The "30.04.1945" printed date refers to a historical reference embedded in the note's design concept, not a press date.
