De La Rue Garny was the Frankfurt-based subsidiary of Thomas De La Rue, established to serve continental European central bank clients seeking locally contracted security printing. Test notes — Testscheine in German trade parlance — were produced as printing samples, not for circulation, and were typically presented to prospective or existing client banks to demonstrate paper quality, ink saturation, and intaglio depth without committing to a live denomination design.
Cotton substrate on a Testschein of this type was not incidental — it was the point. The paper itself was the product being sold.
