Kazakhstan's National Olympic Committee was founded in 1990, just before the country's formal independence, and competed under its own flag for the first time at the 1994 Lillehammer Winter Games. The 2017 issue marks the 25th anniversary of that first independent participation rather than the committee's founding year — a distinction worth noting when dating the series.
