Somaliland declared independence from Somalia in 1991, but no UN member state has formally recognized it — a political limbo that makes every note it has issued technically the currency of an unrecognized republic. The 1996 series, of which this is part, was a deliberate assertion of administrative normalcy: a functioning central bank issuing dated, denominated paper in a territory still rebuilding from the destruction of the civil war.
The "Silver Commemorative" designation in the series name is something of a misnomer — this is a circulating paper note, not a numismatic silver strike. Whether the label refers to a founding anniversary is not firmly established in the literature.
