Somalia's elephant bullion series occupies an unusual position in the silver bullion market: issued under Somali authority but produced and distributed entirely outside the country, typically through European minting and distribution channels, with the Somali government receiving a licensing fee rather than managing any aspect of production. The arrangement reflects the near-total collapse of Somali state infrastructure following the civil war of the early 1990s.
The design changes annually, which has driven a collector following independent of pure bullion buyers — a deliberate strategy borrowed from the Austrian Philharmonic and Perth Mint animal series.
