Uganda has issued a long-running series of oversized silver-plated fauna coins targeting the collector market, and this crocodile piece is squarely part of that commercial program. The Bank of Uganda has licensed production of such issues to private minting houses, meaning these were never intended for circulation and exist purely as souvenir numismatica sold through dealer networks.
