Somalia's Elephant series has been struck by the Bavarian State Mint (Bayerische Hauptmünzamt) in Munich since the early 1990s, making it one of the longer-running privately produced bullion programs nominally issued under an African sovereign's authority. Somalia itself has no operational mint and exercises minimal oversight over the series — the designs, specifications, and distribution are effectively controlled by the German manufacturer and its licensing partners.
The .9999 fineness was adopted to match the purity standard set by competing bullion coins from the Royal Canadian Mint, a deliberate commercial decision rather than a regulatory requirement.
