The "Without islands" designation distinguishes this note from earlier 100 Shilingi issues that depicted the Tanzanian archipelago — Zanzibar and Pemba — on the map vignette. Their removal was politically loaded: Zanzibar's relationship with the mainland remained constitutionally sensitive throughout the 1980s, and the union's internal tensions made even cartographic choices contentious. Whether the omission was deliberate policy or a revised design brief is not definitively documented, but the two varieties are sufficiently distinct that collectors treat them as separate issues.

Thomas De La Rue produced the series using a single security watermark with no metal strip, which was already a fairly minimal specification by mid-1980s standards for a 100-unit denomination.
