Somalia's 1981 banknote series was issued under the Siad Barre government at a point when the country was attempting to stabilize its currency following the disastrous 1977–78 Ogaden War with Ethiopia, which had decimated foreign reserves and triggered serious inflationary pressure. The 100 Shilling denomination bore the heaviest burden of daily transactions during this period.
Thomas De La Rue's involvement was uninterrupted across multiple Somali series from independence onward — the relationship predates the Central Bank itself. P#30 replaced the earlier P#28 issue within the same general type, a quiet administrative update rather than a redesign.
