The Pemerintah Revolusioner Republik Indonesia — better known by its acronym PRRI — was a rebel counter-government declared in February 1958 by anti-Sukarno dissidents based in Sumatra and Sulawesi, backed at various points by covert CIA support. It lasted barely three years before military suppression. This note is one of the few tangible artifacts of that breakaway administration's attempt to function as a parallel state, complete with its own currency infrastructure.
The Celebes attribution distinguishes this from the Sumatra-issued PRRI notes in the same series. Both are scarce, but the Sulawesi-origin pieces turn up considerably less often in the market.
