The "Pemerintah Negara Republik Indonesia" emergency issues of 1947 were produced not by the central republican government in Yogyakarta but by regional administrations scrambling to maintain a functioning currency during the Dutch military offensives. Asahan — a residency in East Sumatra — was one of several localities that issued notes under its own treasury authority when supply lines from the center collapsed. These regional issues carried an official stamp as their primary security device, a practical solution when sophisticated printing infrastructure was simply unavailable.
Dutch Operation Product launched in July 1947 severely disrupted republican-held Sumatra, and many of these locally-issued notes had extremely short circulation lives before the territories changed hands.
