India struck this commemorative specifically for the Delhi Commonwealth Games, the country's largest peacetime logistical undertaking to that point — an event plagued by construction delays, corruption scandals, and a dengue outbreak that threatened foreign team withdrawals just weeks before the opening ceremony. The Games proceeded, but the surrounding controversy made this a politically charged issue at the time of release.
