Karpoori Thakur served as Bihar's Chief Minister twice — first in 1970–71 and again in 1977–79 — and is best remembered for implementing reservations for Other Backward Classes in state government jobs well before the Mandal Commission made the policy nationally contentious. His 2024 commemorative was issued alongside the announcement of the Bharat Ratna awarded posthumously that same year, a political gesture from the central government that carried obvious electoral timing given Bihar's importance in the 2024 general election cycle. The .500 fine silver specification is standard for modern Indian commemoratives in this denomination class.
