Pakistan issued dedicated Haj notes to restrict the flow of regular currency out of the country during the annual pilgrimage to Mecca. Pilgrims exchanged rupees for these restricted-issue notes before departure; the notes were then accepted by Saudi exchange facilities but could not be repatriated as ordinary legal tender, limiting hard-currency drain. It was an exchange-control mechanism dressed as a pilgrim service.
The R-series ran across several denominations through the late 1970s and into the early 1980s before the scheme was discontinued. Saudi Arabia eventually objected to the arrangement, and Pakistan shifted to conventional foreign exchange allocation for Haj travel.
