Andhra University, founded in 1926 in Waltair (now Visakhapatnam), was established under the Madras Legislative Council at a time when the broader movement for a separate Andhra-speaking state was gaining momentum — the university's creation was itself partly a concession to regional cultural aspirations that would eventually produce Andhra Pradesh in 1956. Indian commemorative rupee issues of this type are struck by the Security Printing and Minting Corporation of India, with distribution typically limited to proof and uncirculated sets sold directly through official channels rather than general circulation.
