The Government of India promises to pay to either XXXXXXXXXX or XXXXXXXXXX or to the survivor of them, or the legal representative(s) of the survivor in the case of death of both of them, a sum of Rs.166/- (RUPEES ONE HUNDRED AND SIXTY SIX ONLY) on or after XXXXXXXXXX or at any other date after three complete years from the date of issue of this certificate a sum not exceeding Rs.166/- specified on the reverse as due on such date. This certificate is issued pursuant to Government of India, Ministry of Finance, Notification No. G.S.R.421(E) dated the 6th September, 1973.

National Savings Certificates occupy an odd corner of notaphily — technically bonds, not banknotes, but catalogued alongside them and collected with equal seriousness. This Fifth Issue carries the 7-year lock-in term that was standard from the early 1970s, a structure introduced partly to absorb household liquidity and reduce inflationary pressure during the post-1971 war fiscal stress. The India Security Press at Nasik Road had by this point been printing government securities domestically for over a decade, having taken over work previously dependent on British printers.

The "V" suffix distinguishes this from earlier Fifth Issue printings — a version distinction that matters more to specialists than the face value.
